This glass is reminiscent in shape to a glass that is described by Frides Laméris Art and Antiques, 'The Van Beek collection- passion for glass', Amsterdam, 2015, pp. 72-73, where a double-walled glass is illustrated that may be a salt cellar or even a trick glass. The double walls could be filled with liquid, thus given the impression of a full glass. However, the present glass does not have any double walls, and therefore it is not a trick glass and more likely to be a shallow wine glass or a salt cellar.
